Government IT Centre (Centre des technologies de l'information de l'Etat - CTIE) and S.I.G.I. (Syndicat Intercommunal de Gestion Informatique) are implementing a decentralized platform to streamline and secure flows of information between the various actors of the public sector.

Operational challenges

Deploy a semi-open decentralized platform, in which public sector actors ensure the security of the blockchain, but access to other entities remains possible. Define the rules of governance and control to be applied to a blockchain in the context of public services. • Setting up a governance model of the platform, according to the principles of decentralized architectures • Deploy a private blockchain between the different actors, by interconnecting different secure networks in a « peer-to-peer » model • Store and validate evidence of citizens' data, without storing personal data • Setting up an appropriate and effective consensus model adapted to the use case

The platform is based on Open Source technologies: Ethereum project for blockchain infrastructure, variousSmart Contracts standard models

Outcome of using blockchain

A private blockchain, based on a « Proof-Of-Authority » consensus between the various members of the governance committee.
